To view DDS files in Windows 7:

Install DXTBMP and/or SageThumbs

DXTBMP requires you to open the app and then locate the DDS file or you can browse a directory.

SageThumbs integrates with Windows Explorer.

DDS files can be editted with Paint.Net.
